CEUREG FORUM XVI.
15 – 16 October 2012

The sixteenth meeting of the CEUREG Forum was organised in Vienna, Austria.

CEUREG Forum XVI. participants: Austria, Croatia, Czech Republic, Estonia, France, Germany, Hungary, Lithuania, Moldova, Poland, Romania, Russia, Serbia, Slovakia, Slovenia, Switzerland, ECPA, FCIO Austria.

The CEUREG Forum XVI. meeting took place according to the Agenda (see enclosed). Participating countries from the CEUREG region, industry and other representatives discussed the PPPs authorisation system established by the Regulation 1107/2009/EC replacing Directive 91/414/EEC, and requirements on the PPPs use established by the Directive 2009/128/EC, implementation of the Directive 2009/128/EC in individual countries and also the industry and others view on it. Other topics discussed included:

• challenges of the new processes in PPPs authorisation
• zonal mutual recognition
• key points of National Action Plans (NAP)
• risks from counterfeited products and obsolete pesticides
• inspections on the placing on the market of PPPs, sampling and laboratory testing

Participants from regulatory bodies of the CEUREG Region Countries agreed on the following conclusions and recommendations:

1. EU Member States personal capacity should be appropriate to the requirements and shorter timelines established by the Regulation 1107/2009/EC. Some CEUREG Region countries still have capacity problems.
2. CEUREG Region countries decided to create network of experts to promote co-operation in the area of PPPs controls and actions against counterfeited products and the illegal trade. The list of contact points will be circulated within the CEUREG countries with the aim of warning each other on infringements and increase the efficiency of inspections. Contact points from all relevant institutions (inspections, customs officers etc.) should be stated there.
3. The topics and conclusions of CEUREG Forum XVI. will be brought to the attention of the Working Group Plant Protection Products – Legislation and other Member States.
4. EU Member States participating at the CEUREG Forum XVI. consider the planned EC Regulation on Controls to be important for inspections of placing on the market of PPPs and urges the European Commission to put it to the list of priorities.

Topics proposed for the next CEUREG Forum meeting include: new PPPs Regulation including controls and illegal trade, SUD and related legal documents – stage of progress, progress of implementing NAPs in individual countries and any activities taking place between the CEUREG Forums.

Mr. Géza Gabriel introduced Hungary as hosting country of the next CEUREG Forum in 2013.
